Médecins Sans Frontières (MSF) is a non‑profit, self‑governed humanitarian organisation that provides medical assistance to people affected by conflicts, epidemics, natural disasters, or exclusion from healthcare. The People on the Move (Pot M) project in Agrigento supports people arriving or transiting through Italy by providing timely access to primary health care and mental health care. Reports to (Hierarchical) Project Coordinator Reports to (Functional) Project Coordinator or Advocacy Manager Main Purpose Contribute to the development of humanitarian affairs activities in the Mission by supporting the Management Coordination Team in the analysis of context, humanitarian situation, security and in the definition of advocacy strategies, according to MSF policies and values, in order to improve the humanitarian and human rights situation among population. Accountabilities Perform data collection and research concerning local and international context, with regards to security, medical, nutritional and humanitarian issues, in order to provide reliable information for further decision‑making. Support the Country Coordinator and Project Coordinator in the analysis of the data collected, in order to better orientate the programmes and projects, to provide an optimal response to population needs. Compile regular updates of the ongoing (inter‑)national activities and plans of NGOs, UN, ICRC, donors, authorities and other actors on lobby, policy and operational plans and initiatives in order to adequate MSF ’s activities and objectives. Collaborate with the Country Coordinator, the Operational/Humanitarian Affairs Department at HQ and other relevant parties to develop a coherent global strategy, in order to address the humanitarian situation. Define and review messages, tools, lobbying activities and other advocacy action plans and strategies, in order to raise all humanitarian issues in the mission and seek assistance and protection to affected population. Ensure smooth working relationship with local authorities, other NGOs, local communities and other factors, in order to facilitate MSF teams a better access to the population and improve MSF activities’ coordination with third parties. Organise discussions, trainings, briefings, etc. about human rights and humanitarian law issues and current and future advocacy activities, in order to raise awareness of MSF staff regarding these matters. Participates in the elaboration and updating of the Country Risk Analysis Promotes and assists in the implementation of advocacy activities locally, nationally and internationally. Supervises humanitarian affairs related staff in the Mission. MSF Sections / Context Specific Accountabilities Active member of the team working in the reception centres, ensuring data and information collection. Providing case management support, focusing on socio‑legal needs of beneficiaries. Monitoring and analysing the impact of the implementation of the European Pact on beneficiaries. Supporting and analysing medical advocacy topics at project level, such as tuberculosis, schistosomiasis, health system gaps, etc. Providing support to the Project Coordinator and Project Medical Coordinator, in their relation with the SAR activities of MSF‑OCA, or other NGOs. In coordination with the Humanitarian Affairs Manager, organising the collection of testimonies in line with MSF standards and approaches, particularly with regard to informed consent, trauma‑informed interviewing, protection, confidentiality, and data safeguarding. Liaising with and supporting the Advocacy Manager to ensure the sharing of project‑level records, testimonies collections, relevant to the OCB migration strategy. Requirements Essential degree in Law, Humanitarian Affairs, Political Sciences or related university degree. Experience Essential knowledge of migration context; previous working experience of at least two years in research, analysis and advocacy. Essential experience with MSF or other NGOs. Desirable working experience in developing countries. Languages Mission language essential (Italian, native / C2) English C1 highly desirable Knowledge & Other Competencies Essential computer literacy (Word, Excel and internet) Results Teamwork Flexibility Commitment Stress Management Conditions Fixed‑term contract of 6 months (renewable), Full‑time. Level II of CCNL Commercio. Candidates must have a valid work permit to work in Italy. RAL Euro 33,327.67 – 39,993.00 according to MSF experience of the selected candidate. Duty Station The project is based in Agrigento; however, flexibility to travel and work in different locations according to the project’s operational needs is required. Compensation And Benefits Health coverage is provided through the Italian National Health Service (SSN), complemented by supplementary private health insurance (Sanimpresa) for contracts lasting 90 days or longer. This coverage includes medical expenses, illness and hospitalization, permanent disability, and death benefits (up to €100,000). Staff members are entitled to a meal voucher worth €5 for each working day on which they have worked at least 4 hours, for the entire duration of the contract. Accommodation: MSF provides accommodation in the form of shared housing (collective accommodation). Employees are required to contribute to the accommodation costs, with the amount varying according to the duty station. MSF covers the cost of one round‑trip ticket at the beginning and end of the contract.
