Project Engineering Manager (PEM) – EPC Energy Projects | Milan Hub
At Arkad, we are strengthening our Corporate structure and are looking for a senior Project Engineering Manager (PEM) to join our permanent Head Office / Engineering Hub in Milan.
In this role, you will hold ultimate responsibility for the entire engineering activity of assigned EPC projects, ensuring the Technical Assurance of all deliverables and acting as the primary technical interface for international Clients and Partners.
Key Responsibilities
- Technical Assurance & Delivery: Ensure that all engineering activities are executed timely, efficiently, and cost‑effectively in full accordance with contract specifications, quality standards, and safety/environmental requirements. Secure and ensure Technical Assurance for all project deliverables.
- Team Leadership & Strategy: Lead the allocated engineering project team, defining main guidelines, project tasks, and the overall engineering development strategy.
- Planning & Cost Control: Prepare the Project Engineering Plan and deliverables planning. Monitor, control, and review any progress deviations or man‑hour efficiency variations (spent mhrs vs. earned mhrs) against the project schedule and budget, setting up recovery plans as needed.
- Deliverables Authorization: Authorize multidisciplinary deliverables as defined in the Engineering Plan and formally approve their "Issue for Construction" (IFC) status.
- Subcontracting Management: Oversee engineering subcontracts (technical specifications, evaluations, and quality). Manage engineering subcontractors, track deliverable schedules, and analyze claims, back‑charges, or engineering changes.
- Material & Quantity Control: Control material and erection quantities through periodic updates of estimation‑to‑complete reports. Ensure the on‑time delivery of Material Requisitions (MR) and approve/release them to the Procurement department.
- Lifecycle & Field Support: Interact with Clients and Partners as the primary focal point for technical matters. Support the Construction Department with work requisitions and technical bid evaluations, and assist the field team during erection by clarifying doubts or correcting engineering errors. Evaluate CVs for the proposed site technical office team.
- Commercial & Bidding Support: Support the Project Manager in issuing claims (new scopes of work, cost/time impacts, and risk quantification). Provide narratives for weekly/monthly reports and support the Proposal Department during bid phases by defining technical solutions and relevant quantities.
Your Profile
- Education: Bachelor’s or Master’s Degree in Engineering.
- Experience: At least 5 years of experience as a Project Engineer within large EPC Oil & Gas, Petrochemical, or Energy projects. Prior experience within the Process or Machinery & Packages disciplines is strongly preferred.
- Leadership Toolkit: Proven experience leading large groups of engineers combined with a solid background in field engineering.
- Languages: Fluent written and spoken English.
- Core Competencies: Strong capabilities in leadership, team management, problem‑solving, conflict resolution, interdisciplinary coordination, and time management.
Salary Range: 72k-78k Euros
