Job Description
National Expert on Integrated Fisheries Community Development (2601000) – Non‑staff opportunity (Personal Services Agreement) at FAO Representation in Indonesia. Position is home‑based for a period of 6 months.

Organizational Setting
The Indonesia Smart Fisheries Village (SFV) programme, launched in 2022 by the Agency for Marine and Fisheries Extension and Human Resources Development (AMFEHRD/BPPSDM KP) of the Ministry of Marine Affairs and Fisheries, seeks to transform traditional fisheries communities into modern, productive hubs aligned with the country’s Blue Economy vision. The programme is built on five principles—Sustainability, Modernization, Acceleration, Regeneration and Technology—and operates through regional Technical Implementing Units (TIUs) and local SFV villages. The TCP INS 4005 aims to support the Ministry of Marine Affairs and Fisheries in delivering effective extension services and scaling up SFV models nationwide by establishing an SFV knowledge hub model at Cibalagung station.
Reporting Lines
The expert reports, in overall supervision of FAOR‑Indonesia, to the Assistant FAO Representative (A‑FAOR Programme) and receives technical supervision from the Lead Technical Officer of the FAO Regional Office for Asia and the Pacific and the FAO HQ Technical Officer, while collaborating closely with national authorities.
Technical Focus
Support the development of improved SFV guidance, models and recommendations for nationwide scale‑up.
Tasks and Responsibilities
- Provide technical support to develop SFV implementation guidelines at the TIU and village levels based on comprehensive assessment covering TIU technical capacity, village production systems (aquaculture), socio‑economic conditions and gender/youth participation.
- Link the SFV programme operationally to the Free Nutritious Meals Programme (MBG) and to the thematic aquaculture programme under Koperasi Desa Merah Putih promoted by the Indonesian Government.
- Define baseline indicators, targets and monitoring tools for the SFV programme.
- Develop risk management and corrective action plans.
- Design a knowledge hub approach linking TIUs with villages, including implementation mechanisms.
- Facilitate focus group meetings with institutional stakeholders and beneficiaries to review assessment findings and finalize implementation guidelines.
- Organise focus group meetings with relevant TIUs working on common aquaculture species, led by Cibalagung TIU, and facilitate discussions with SFV villages on the knowledge hub design, agreeing on roles and implementation mechanisms.
- Draft a strategy document outlining scaling‑up approaches for successful interventions under TCP INS 4005, integrating lessons learned from demonstration sites and training activities.
- Participate in the final project workshop and present results on points 1‑5 above.
- Prepare related reports, including training reports, Back‑to‑Office Report and End‑of‑Assignment Report.
- Undertake any additional tasks as required by FAO‑Indonesia.
Minimum Requirements
- Advanced university degree in aquaculture or fisheries from a recognised institution (IAU/UNESCO).
- At least 5 years of professional experience in aquaculture and fisheries development.
- Indonesian national or resident with a valid work permit.
- Fluency (level C) in English and Bahasa Indonesia.
