Fishing Technology and Operations Specialist

FAO Fisheries Division (NFI) promotes policies and strategies for sustainable fisheries. This position supports the implementation of projects such as GloLitter Partnerships, RegLitter, PROSEAS, and REBYC III, and contributes to the development of efficient, innovative, and safe fishing industry solutions across Italy-Rome.

Technical Focus

  • Law of the Sea and fishing regulations
  • Fishing gear technology & modifications, including fish aggregating devices (FADs)
  • Gear marking to prevent ghost fishing
  • Waste management of plastic litter (ALDFG)
  • Fisheries infrastructure engineering and architecture
  • Naval architecture and boat building for fishing vessels
  • Occupational safety and health (OSH) in fisheries
  • Remote sensing, GIS and AI tools specialists
  • Fisheries economics, financial analysis, credit and insurance programmes
  • Fisheries emergencies & disaster risk management
  • Data analysis

Responsibilities

  • Support project formulation in alignment with FAO’s strategic framework and project cycle.
  • Coordinate, implement, and administer assigned activities, ensuring compliance with FAO rules, donor requirements, and policies.
  • Provide technical inputs: studies, publications, guidelines, manuals, training materials, and dissemination content relevant to NFIFP work.
  • Collect, manage, and analyze data to inform technical and policy work.
  • Perform outreach and communication activities.
  • Collaborate with FAO divisions, UN agencies, NGOs, and partners on national and regional work.
  • Assist beneficiary countries with policy and legislative revisions for international guidelines.
  • Represent NFIFP at internal and external meetings and organize consultations, workshops, and technical meetings.
  • Support resource mobilization, monitoring of Programme expenses, and organization of international meetings.
  • Engage in additional duties related to NFIFP’s areas of work.

Qualifications

  • Education: Advanced university degree (or bachelor's with two years of relevant experience). Fields include Fisheries, Biology, Veterinary, Environmental Studies, Marine Engineering, Architecture, Development Studies, Economics, Occupational Health and Safety, Political Sciences, Law, Business Administration, International Relations, or related disciplines.
  • Experience: two–four years (COF.REG level C) or one–four years (PSA level C) of relevant experience in fishing operations, vessel design, gear technology, environmental impacts, pollution reduction, waste management, infrastructure development, fleet economics, micro‑finance, insurance, investment, sustainability, emergency response, safety, or program implementation.
  • Language: Level C proficiency in English; limited knowledge of French, Spanish, Arabic, Chinese or Russian (Level B). PSA may require only one language at level C.
  • Working knowledge of FAO Code of Conduct for Responsible Fisheries and related guidelines.
  • Experience at international, national, regional, or global levels, preferably in developing countries.
  • Proven project/programme formulation and implementation experience.
  • Strong capacity development and knowledge sharing skills.
