Overview
the hr organization and labour relations officer reports to the head of hr organization legal relations and admin (head of ola) and supports the implementation of organisational structures, the review and drafting of hr policies and procedures, and ensures compliance with italian labour law and msf international regulations.
Key Responsibilities
- conduct legal checks and ensure framework agreements and hr documents comply with italian labour legislation.
- support the drafting, updating and maintenance of hr policies, procedures and the employee enrolment documentation.
- assist in analysing msf’s organisational structure, compensation models and workforce planning.
- contribute to hr projects such as gender certification, welfare, wellbeing and social dialogue.
- maintain the organisational chart and support civil service planning.
- prepare and review workforce cost forecasts, hr work costs and budgeting for msf italy.
- draft official hr communications, notices and memos on legal or organisational matters.
- coordinate with legal counsel to validate labour‑related documents and decisions.
- support the compliance of remuneration policies and framework agreements (e.g., comben).
- maintain positive employee relations and assist the head of ola in conflict management.
Qualifications & Requirements
- bachelor’s degree in human resources, law or a related field.
- 2‑3 years of hr experience with a focus on labour law.
- strong knowledge of italian labour legislation, collective agreements (ccnl terziario‑commercio) and hr compliance practices.
- experience with organisational analysis and hr budgeting tools.
- italian mother‑tongue; english level b2.
- analytical, detail‑oriented, excellent communication and interpersonal skills.
- proactive attitude and ability to handle confidential information.
- preferred: legal background in employment law, knowledge of zucchetti payroll system.
Contract & Location
fixed‑term contract until 30/03/2027 (levelii of italian ccnl of commerce). gross annual salary €33160–€40210, based on experience. hybrid work: rome/milan office and remote work. start date: october2026.
