Project Development Manager – Co-Dev (F/M)
Long term contract - Rome (ITALY)
Within the development, you’ll support the development of utility‑scale photovoltaic plants in Italy, with a specific focus on supervision, coordination, and control of co‑development partners, ensuring that projects developed by third parties meet internal technical, permitting, and quality standards and successfully achieve Ready‑to‑Build (RTB) status.
Your main tasks will be:
To develop raw land utility‑scale photovoltaic projects
Identify and assess potential project sites, using GIS software to analyse land constraints and carry out pre‑feasibility, technical and economic feasibility studies.
Assess the regulatory framework for each project.
Coordinate and implement project‑focused activities, from obtaining the final permit through to ready‑to‑build (RtB) status.
To supervise co‑development projects towards ready‑to‑build
Supervise PV projects developed by co‑development partners from early development through Ready to Build ensuring compliance with internal development guidelines and quality requirements.
Identify risks, and deviations in co‑dev execution and propose corrective actions.
To control on permitting and authorization processes
Facilitate the internal approval processes in the Co‑dev activities.
Review land agreements, permitting strategies, documentation and options submitted by co‑developers to ensure RTB compliance.
Supervise primary permitting activities (PAS, AU, PAUR, VIA where applicable) carried out by co‑developers and monitor authorization timelines and conditions.
Monitor grid connection processes managed by co‑developers with E‑distribuzione and Terna.
To collaborate with construction team
Manage the handover for the construction team and provide technical and administrative support during construction.
Validate completeness and quality of documentation delivered by co‑developers.
Prepare internal development status reports, risk assessments, and decision‑making materials.
Expected skills
You hold a bachelor’s degree in engineering, environmental sciences, urban planning, energy, or related fields and you have minimum 2 years of experience in project development of utility scale raw land PV plants in Italy, with focus on Co-Dev supervision and permitting phases.
You have a good understanding of Italian permitting procedures for photovoltaic plants and a good knowledge of environmental, landscape, and urban planning constraints.
You are proficient in grid connection procedures and liaise with public authorities and network operators (E‑distribuzione, Terna), including the GSE.
