We are looking for a
Project Management Office (PMO) Officer
to work at ESA's premises in Frascati, Italy or Noordwijk, The Netherlands.
You will support the governance, planning, monitoring, and reporting of ESAIT projects and initiatives, ensuring alignment with ESA strategic objectives, ESAIT governance processes, portfolio management practices, and project lifecycle methodologies.
About the client and location
The European Space Agency (ESA) is an intergovernmental organisation committed to studying space and increasing global awareness on current space exploration and related scientific research.
ESAis responsible for outlining and implementing the current European space programme and ensuring its successful execution. Current programmes aim to develop new and existing satellite-based technologies, further our understanding of space whilst also using this information to study Earth and the current climate.
Tasks and activities
The scope of work will include:
Portfolio Governance & Oversight
Supporting the implementation and continuous improvement of the ESAIT PMO framework.
Ensuring compliance with ESA project management processes, governance requirements, and gate review procedures.
Monitoring project performance against scope, schedule, budget, risks, and quality objectives.
Facilitating governance boards, steering committees, and project reviews.
Maintaining portfolio dashboards and management reporting.
Planning & Reporting
Supporting project managers in maintaining project plans, milestones, dependencies, and resource forecasts.
Consolidating management information from project teams.
Preparing monthly, quarterly, and ad-hoc reports for ESAIT management.
Supporting the preparation of portfolio performance indicators and executive summaries.
Risk, Issue & Change Management
Supporting project and portfolio managers in managing project and portfolio-level risk and issue registers.
Ensuring timely escalation of critical risks and impediments.
Supporting change control processes and governance decisions.
Tracking mitigation actions and follow-up their implementation.
Project Lifecycle Management
Supporting projects throughout all lifecycle phases, from initiation to transition into operations and closure.
Ensuring project documentation is complete, consistent, and follows ESA standards.
Coordinating project gate reviews.
Monitoring deliverables and project baselines, ensuring proper change management and traceability.
Tooling & Methodology Support
Supporting the adoption and administration of the PPM tool and other ESAIT project management tools.
Promoting best practices, standards, templates, and methodologies.
Providing guidance to project managers and teams regarding governance and reporting requirements.
Stakeholder Coordination
Coordinating interactions among ESAIT divisions, business owners, project managers, service managers, procurement teams, and contractors.
Facilitating communication, status reviews, and management decision-making processes.
Supporting alignment of projects with ESA Digital Transformation and departmental objectives.
Skills and experience
The following skills and experience are mandatory:
Master's degree or equivalent in a relevant field.
At least 3 years of experience in a relevant field.
Demonstrated experience in project and portfolio management.
Proven knowledge of PMO governance frameworks, methodologies, and best practices.
Experience in risk and issue management.
Ability to define and monitor KPIs and produce performance reports for management.
Experience in resource and capacity planning.
Knowledge of change management principles.
Experience with PPM tools such as Planisware, Sciforma, ServiceNow or equivalent.
Strong reporting and dashboarding skills.
Fluent in English, both written and spoken.
The following skills and experience would be highly desirable:
Experience with platforms like Power BI.
PMI-PMP and/or PMI-PMOCP Certifications.
