Overview
This position is based at our Luxembourg headquarters and requires regular office presence. The EIB offers you the opportunity to live and work in a truly international and multi‑cultural environment. We also offer relocation support. The EIB, the European Union’s bank, is seeking to recruit for its Operations Directorate (OPS) – Public Sector Department (PS) - Advisory - Public & Infrastructure Finance Division (PS/1-APIF) – Core Infrastructure Unit (CI) at its headquarters in Luxembourg, a Public Private Partnerships (PPP) Advisor. This is a full time position at grade 5 for which the EIB offers a permanent contract. Internal benchmark: Officer Advisory.
Responsibilities
You will join a team of specialists that provide PPP institutional, policy, project and transaction advisory services to EIB public clients under the European PPP Expertise Center (EPEC) initiative, InvestEU mandate and other advisory mandates or initiatives of the Bank. Advisory support goes from planning stage, authority approvals, to tender until award and financial close. You will lead the identification and delivery of a portfolio of advisory assignments across EU and various sectors, and provide expert guidance on PPP and Project Finance matters in various advisory projects. You will support the advisory and lending activities of the Bank and the implementation of EU policies and programmes with regard to PPPs and complex infrastructure projects across EU.
- Lead the identification, prioritization, design/scoping and delivery of complex infrastructure and PPP advisory assignments or support APIF advisory colleagues on expert PPP and Project Finance matters in their assignments.
- Contribute to the effective delivery of infrastructure and PPP advisory assignments, interacting with public sector clients and supporting other advisory colleagues as needed throughout the assignment period on PPP and PF matters.
- Participate in the development and implementation of the EPEC activities (network activities, conference, annual meeting).
- When appropriate, define the scope of externally delivered consultancy assignments, appoint consultants and oversee the delivery of consultancy assignment objectives and deliverables.
- Contribute to cross departmental initiatives and knowledge sharing activities that go beyond the strict boundaries of PPP, enhancing the Advisory function’s collective expertise and supporting horizontal priorities of the Bank.
- Represent EIB Advisory at high level meetings, conferences and external events.
Qualifications
- University degree (minimum a Bachelor) preferably in a relevant field, such as Finance, Economics, Law, Engineering, Business Administration or similar.
- At least 5 years’ relevant professional experience, including exposure to financial, economic, technical and legal aspects of PPPs operating in a commercially oriented project environment.
- Sound knowledge of PPPs in the European context, with in‑depth practical PPP experience in one or more sectors and/or one or more EU countries, as well as a good understanding of new/innovative PPP models and sectors.
- Experience managing the PPP project process in a public authority would be preferred.
- Experience advising public sector clients on PPP policy and/or PPP projects during their preparation and early procurement phase would be a distinct advantage.
- Experience/knowledge of blending EU funds (grants, financial instruments) with PPPs, including the requirements and procedures for securing EU funds, would be an advantage.
- Experience/knowledge of EUROSTAT treatment of PPP or EPC would be a plus.
- Demonstrable skills and experience in strategic thinking, analysis and problem solving.
- Ability to establish and maintain strong working relationships with clients, partners, senior management and team members.
- Ability to manage a mixed portfolio of work and to deliver within tight (including self‑imposed) deadlines.
- Proficiency in MS Office Tools (Word, Excel, PowerPoint).
- Excellent knowledge of English (verbal and written) and/or French, with a good knowledge of the other.
